This is very good question.
There is no a sharp answer and I think depend on the person. Different people have different physical and psychological features so answer might be relative.
I am not a doctor but I refer to my personal experience.
I don't have to much time to exercise but I have done some efforts to eat well balanced diet.
I lost more than 5 Kg and I am feeling much better
Better than I was exercising 30 min every day. Honestly I don't care for mussels. So my personal answer is Eat well balance diet. But don't ignore at all exercising. Combination of both will be the best
